This paper is part of the Learning from the Leaders series, organised by the Microinsurance Network and the ILO’s Impact Insurance Facility with support from the Generation Foundation. The series includes six core working papers and related webinars, available to watch here.
Fewer than one in five smallholder farmers has agricultural insurance, and neither purely commercial nor fully public schemes have closed that gap. This paper looks at how public-private partnerships are filling it, drawing on seven national schemes across Africa, Asia and Latin America. It explores what makes these partnerships effective, scalable and inclusive, and closes with a practical checklist for governments, insurers and development partners looking to build or strengthen one.
